The Senior Procurement Manager is responsible for developing, implementing, and maintaining procurement strategies that align with the National Programme Strategy. You will manage a range of contracting activities and foster strong supplier relationships to achieve business objectives and efficiency targets.
Essential Requirements
- Knowledge of ETCS (European Train Control System).
- Experience in the rail industry.
- Proven experience in procurement and contract management, including negotiation and strategy development.
- Ability to communicate strategies clearly and influence stakeholders effectively.
- Knowledge of EU Procurement Directives.
- Awareness of safety and environmental considerations in contract management.
Key Responsibilities
- Develop and enhance project-specific procurement strategies aligned with the National Programme Strategy, ensuring supply security, value for money, and HSQE performance.
- Manage the full procurement lifecycle including pre-qualification, tendering, negotiation, and contract preparation.
- Provide procurement advice across the asset portfolio, addressing specific project needs.
- Support the pre-contract procurement of main contractors and influence sub-contracting strategies where appropriate.
- Ensure compliance with company policies, procedures, governance, and legal/regulatory requirements, including EU Directives.
- Manage preferred supplier relationships to align with business goals and foster collaboration.
- Identify cost-saving and efficiency opportunities, contributing to portfolio efficiency targets.
- Oversee supplier performance measurement processes to drive continuous improvement.
- Exercise delegated procurement authority in line with established policies and governance.
